1. THE AIR FORCE PERSONNEL CENTER (AFPC) ANNOUNCES PROJECTED  VACANCIES AND APPLICATION PROCEDURES FOR SUMMER OF 2001 AFROTC  DETACHMENT COMMANDER (CC)/PAS, APAS, AND RDA POSITIONS. APPLICANTS  SHOULD UPDATE PREFERENCES ON THEIR PREFERENCE WORKSHEET  (PW) IMMEDIATELY. OFFICERS MAY SELECT UP TO FIVE LOCATIONS ON THEIR  PW AND CAN REFLECT AS FEW OR AS MANY OF THE AVAILABLE VACANCIES AS DESIRED ON THE COVER LETTER TO THEIR APPLICATION. THE MILITARY PERSONNEL FLIGHT PERSONNEL RELOCATIONS OFFICE HAS DETAILED INFORMATION.

1. RATED OFFICERS ARE INELIGIBLE TO APPLY. THIS IS CONSISTENT WITH THE MAJCOM-DEVELOPED FY00 RATED PRIORITIZATION PLAN AND AIR FORCE POLICY WHICH MANDATES MAXIMUM UTILIZATION OF RATED OFFICERS IN RATED BILLETS.

2. AIR NATIONAL GUARD AND RESERVE LT COLONELS AND LT COLONEL SELECTS ARE INELIGIBLE TO APPLY FOR DET CC/PAS DUTY.

3. LT COLS AND LT COL SELECTS INTERESTED IN APPLYING FOR AFROTC DET CC/PAS DUTY FOR THE SUMMER OF 2001 MUST HAVE THEIR PREFERENCE WORKSHEET (PW) VALIDATED BY THEIR COMMANDER BY 30 JUN 00. IF AN OFFICER CANNOT SUBMIT A PW, THEY SHOULD CALL HQ AETC/DPAOD. HQ AFPC/DPASF WILL COMPLETE AVAILABILITY CHECKS THROUGH THE APPLICABLE AFPC ASSIGNMENT TEAM 1-15 JUL 00. OFFICERS RELEASED BY THEIR ASSIGNMENT TEAMS FOR ROTC DUTY CONSIDERATION WILL BE NOTIFIED VIA MESSAGE THROUGH THEIR SERVICING MPF NLT 31 JUL 00 OR VIA TELEPHONE BY HQ AFPC/DPASF OR HQ AETC/DPAOD. RELEASED OFFICERS MUST COMPLETE AN APPLICATION PACKAGE AND SUBMIT IT TO AETC BY 1 SEP 00. SPECIFIC DOCUMENTS REQUIRED FOR THIS PACKAGE ARE OUTLINED IN PARAGRAPH 5 BELOW.

4. ELIGIBILITY REQUIREMENTS FOR LT COLS AND LT COL SELECTS APPLYING FOR DET CC/PAS POSITIONS (MUST COMPLY WITH ALL):

  1. BE A LT COLONEL OR LT COLONEL SELECT AS OF 1 SEP 00 (MAJORS NOT SELECTED FOR PROMOTION TO LT COL ARE INELIGIBLE TO MEET THE BOARD)
  2. BE LINE-0F-THE AIR FORCE, NONRATED
  3. HAVE A MASTERS DEGREE OR OBTAIN ONE PRIOR TO DEPARTING PCS
  4. BE ELIGIBLE TO MOVE BY SUMMER (MAY - AUG) 2001
  5. HAVE AT LEAST 18 MONTHS TOS AS OF 31 DEC 00 (DAS OF 30 JUN 99 OR EARLIER), BE ELIGIBLE TO RETURN FROM OVERSEAS DUTY IN SUMMER 01, OR BE IN A MANDATORY MOVE STATUS DURING SUMMER 01
  6. OFFICERS IN JOINT-DUTY OR DEFENSE ACQUISTION WORKFORCE IMPROVEMENT ACT (DAWIA) POSITIONS MUST BE ABLE TO COMPLETE THEIR FULL, ORIGINAL TOUR LENGTH BY THE REQUIRED RNLTD; ROTC WILL NOT BOARD APPLICANTS THAT REQUIRE WAIVERS FOR RELEASE
  7. HAVE A SUPERIOR PERFORMANCE RECORD
  8. HAVE A MINIMUM OF 3 YEARS RETAINABILITY. OFFICERS HAVING MORE THAN 3 YEARS RETAINABILITY MUST BE ABLE TO COMPLETE A FULL 3 YEAR ROTC TOUR AND THEN HAVE 2 ADDITIONAL YEARS FOR REASSIGNMENT (AFI 36-2110 REQUIRES A MINIMUM OF 24 MONTHS RETAINABILITY FOR REASSIGNMENT). ROTC TOUR EXTENSIONS BEYOND 3 YEARS ARE NOT AUTOMATIC AND ARE SUBJECT TO EXTENSIVE REVIEW
  9. HAVE THE APPLICATION (IN DUPLICATE) RECEIVED AT HQ AETC/DPAOD BY 1 SEP 00 (DEADLINE)

5. ALL PAS APPLICATION PACKAGES MUST BE SUBMITTED WITH AN ORIGINAL, PLUS ONE COPY OF THE FOLLOWING:

  1. TRANSMITTAL OF RESUME (COVER LETTER) WITH ATTACHMENTS. (USE FIG. 1 FORMAT IN PART VI)
  2. TWO 8 X 10 INCH COLOR PHOTOGRAPHS (FULL-LENGTH POSE, FRONT VIEW, AND IN DRESS UNIFORM).
  3. RESUME FOR AFROTC. MAXIMUM OF TWO PAGES (USE FIG. 2 FORMAT IN PART VI)
  4. LETTER OF RECOMMENDATION. ONLY ONE LETTER REFERENCING PROFESSIONAL/LEADERSHIP ABILITIES WILL BE ACCEPTED. THE FIRST COLONEL IN THE RATING CHAIN MUST SIGN THE LETTER. THIS LETTER ENSURES THE LOSING COMMANDER KNOWS THE APPLICANT WILL PCS BETWEEN MAY AND AUG 2001, IF SELECTED FOR ROTC DUTY. IF THE FIRST COLONEL IS UNABLE TO PROVIDE A LETTER AND YOU MUST HAVE THE NEXT RATER IN YOUR CHAIN PROVIDE A LETTER, PLEASE INDICATE WHY. NO LETTER HIGHER THAN THE SENIOR RATER WILL BE ACCEPTED.   5. LETTER (S) OF RECOMMENDATION ARE OPTIONAL. YOU MAY SUBMIT UP TO THREE LETTERS FROM INDIVIDUALS ABOUT PREVIOUS/CURRENT ACADEMICS/INSTRUCTOR ABILITIES. (USE FIG. 4 FORMAT IN PART VI)

OFFICERS SHOULD NOT COMPLETE AN APPLICATION PACKAGE UNTIL NOTIFIED VIA MESSAGE OR TELEPHONE THEY HAVE BEEN RELEASED. APPLICATIONS THAT ARRIVE AT HQ AETC PRIOR TO AVAILABILITY CHECKS BEING COMPLETED WILL BE HELD UNTIL HQ AFPC/DPASF CONFIRMS AVAILABILITY OF ALL OFFICERS.
